Harben wonders what the Pritchards get out of the Lawn Road Flats complex as they seem to exploit it as a background concern rather than a business. He sets out a number of suggestions for future policy including improving the appearance of the building, reducing the amount of service, having a single porter without a separate maintenance man, getting rid of refugees, charging outsiders for the use of Lawn Road Flats garages, and altering the living arrangements of the Harbens and the Pritchards.
