Using the raid on Cologne and German civil defence reaction to the raid as a case study, the paper makes recommendations for improving British civil defence. The recommendations include finding an alternative to telephones as a means of vital communication, and making alternative arrangements regarding first aid posts which are inadequate to deal with mass raids.
