Scope and content

May refers to the naval questionnaire which was devised in Clark's department. He regrets the fact that 174 questionnaires will not be of value due to additional information being required. Earlier arrangements stipulated that questionnaires would be completed after admission to hospital and not at the time of wounding. It would be difficult to obtain narratives of the incidents at such a late stage.
