Scope and content

Describes German use of liquid explosive against Russian troops as successful. Russian dead showed collapsed lungs and symptoms resembling asphyxia. The blast effect was sufficient to kill personnel inside pill-boxes without destroying the boxes. Telegram asks whether Russians can confirm this and expresses doubt that a "new super liquid explosive" is in use.
