Estimates the effects on London of a bombardment equal in weight to previous attacks but involving bombs ten times as effective. It is estimated that 500 tons of such bombs could cause 100,000 deaths or serious injuries, make 350,000 homeless, and reduce London's industrial output by 15%. Ten thousand tons would cause one million deaths or serious injuries, render 1,750,000 homeless, and cripple London's industry for one year.

This document appears to be the early stages of planning for civil defence should another war involving weapons of much greater destructive power break out.
