Ward suggests an assessment be carried out on the susceptibility of the principal Italian towns to fire from incendiary attack. Ward thanks Italian construction is of a type which is less susceptible to fire than that of the United Kingdom and Germany. The density of buildings and high occupancy rate are discussed.
