An ideal civil defence policy would ensure no casualties. SZ states that first aid, rescue and hospital services should be under one authority - the Air Raid Precautions Department of the Ministry of Home Security. The training of such personnel is discussed. The shelter policy should be judged by the number and nature of casualties.
