Discusses the reason for enemy advancement in France being due to there being no efficient means of destroying tanks. A proposition is submitted for the recruitment, training and deployment of anti-tank personnel. The scheme has the backing of scientists and officers with staff training. Normal military channels were expected to be by-passed as "they are quite useless in the present emergency."
