Describes the lack of support for Palmer and his team. Scotty Oughterson's report on the casualties sustained in the Bougainville operation is the most complete account of battle casualties yet received. Elliot Cutler's influence in assisting Palmer is still to be determined. A study of tank casualties is especially needed. Fulton is also interested in naval battle casualties. It is desirable that information, where possible, be declassified to `confidential', as even the titles of secret reports cannot be circulated in bulletins.
