Fulton had just returned from the west coast of the U.S. after "investigating some of our contracts". The N.R.C. should be sending a blast report drafted by Elizabeth Ramsey. Fulton's brother-in-law, Ralph Hubbell, had been in Moscow for six months as head of the American Red Cross. Fulton's book `Physiology of the Nervous System', was supposed to have been translated into Russian but on 21/6/41 a bomb hit the printing house and almost all was destroyed.
