Dale thought the issue of Emmens' salary during his secondment to the MOHS had been settled in correspondence with Stradling and Oakley, but Emmens' understanding appears to be at odds with that correspondence. Dale thinks the MOHS should offer Emmens £650 per annum on the understanding that Dale or his successor, Harington, can recall Emmens if he is needed.
