Scope and content
The terms of reference of the Council were "To consider and initiate new proposals for research and development and to review research and development in progress in Ministry of Supply Establishments in relation to the most recent advances in scientific knowledge.... To advise on scientific and technical problems referred to them.... To make recommendations regarding the most effective use of scientific personnel for research and development [and] To report to the Minister of Supply".
SZ succeeded Sir Alexander Todd at the end of his three-year term as a member of the Council in 1956; at the time a member could serve continuously for no longer. The choice of SZ as Todd's successor was designed to maintain a close association with the ACSP. In 1959 SZ was invited to serve a further term, but his appointment as CSA to the Ministry of Defence precluded acceptance. In 1960 the Council was dissolved.
The Council’s business covered the gamut of weapons development, conventional, nuclear and biological, and this is reflected in the subjects addressed by the papers in File SZ/MOS(3)3, a typescript list of which is available for consultation in the Archives Department.
