Fries points out that the present procedure for foreign students to obtain admission to work in the United Kingdom has been operating for a nimber of years. The Home Office authorises the granting of visas to foreigners. The provisions of the Aliens Order require that a foreigner produces a permit for his prospective work and this permit is issued to his employer by the Department of Employment and Productivity. Preferential treatment could not be offered to [Professor Bunting].
