Press advises SZ that if Powell is "obliquely" asking SZ to obtain public money for a Cockcroft memorial fund to support Pugwash then SZ must be prepared "to encounter a good deal of resistance". The present financial situation, and the "personal" nature of the appeal would raise Treasury objections. If the appeal had an inter-governmental element however, it might be looked on more favourably. Mentions Flowers, Florey, and Millionschikov.
