Scott feels that by the 1980s Stansted will be too small, too expensive, and will not be finished. It would be a mistake to choose it as the next major airport. Scott suggests building a large airport, with 10 miles of runway, on Goodwin Sands. There would be no land to acquire and no inhabitants would be disturbed by noise. It is close enough to Dover and the channel tunnel for the airport to become a major freight handling centre for the whole of Europe.
