Describes the outcome of the parliamentary inquiry into the "Torrey Canyon" disaster. The inquiry was set up under Sir Harry Legge-Bourke who concluded that the responsibility for this failure to institute a command centre to coordinate measures to control and eliminate the oil was the Prime Minister's. Technological progress on dealing with oil spills is discussed.
