SZ agrees that it is the responsibility of the Permanent Secretary to ensure that the Minister receives properly co-ordinated advice. SZ hopes that the practice will continue whereby minutes of papers referred for action to his staff will continue to be addressed to him rather than to individual members of his staff. The constitutional right of the Chiefs of Staff advice must be preserved and if necessary they should have direct access to the Secretary of State.
