SZ reports on converstaions he had recently with Biddel Duke regarding the United States' attitude towards Gibraltar and United States military bases in Spain. McNamara's view is that the bases are "expendable". SZ agrees; he "can hardly suppose that the elements of SAC based in Spain constitute a significant part of the strategic nuclear threat" against Russia.
