Scope and content

Slater has discussed Rickett's story with Gipps but there does not appear to be a serious problem. The Japanese have taken the lease of two whaling stations on South Georgia but a "whaling has decreased considerably in importance during the past few years" Japanese operations are not considered a threat to British interests.
