Scope and content

Cook expresses his concern that a vast amount of R & D expenditure has been spent on giving Shackleton's a nuclear capacity, as a commitment to NATO. Cook feels that this sum, £2 million, has been spent preparing for a war which will not happen, "particularly with nuclear weapons in Shackletons."
