Clarke thinks that Russell's study of the fortifications of Malta is useful but it requires a great deal of manpower. He should try to obtain backing from higher authority. This would give the local authorities confidence to commit personnel and finance without the risk of being called to account by the Public Accounts Committee. Clarke suggests Russell approach the governor, Sir Maurice Dorman, or the Colonial Office.
