SZ reports on Teller's speech at the NATO chiefs of staff meeting. Teller does not think the west should agree to a test ban and wants nothing to stand in the way of further research. Teller is "the most ardent advocate in the West for bigger, better, and more nuclear weapons." The American military at the meeting seemed delighted with Teller's speech although SZ thinks most American scientists would question Teller's facts.
