SZ explains his views on improved research and development in defence and an improved armed service. He recognises the need for a greater percentage of the G.N.P. to be given to defence. Without this support, SZ suggests that the [armed forces] alter their tasks so as to avoid the need to introduce some of the most expensive new weapon systems, or make the forces smaller, or do both.
