Quotes from two cables. The first one refers to an agreement Wilson and SZ had come to regarding the request of Bull as a replacement for Mellanby. The second cable is a reply to this which mentions that Bull is most unwilling to replace Mellanby "until assured of planning organisation supervision of projects for which needed".

In the light of Bull's decline, Wilson suggests that there is no point in passing around the conclusions which he and SZ had arrived at.
