Makes suggestions and observations about the work of the UNPA. SZ suggests: the UNPA be made responsible to Occupied Enemy Territory Administration (OETA) for ARP work in Tripoli; they bring up to date the census of shelters - "of which a few in the Arab quarters of the town might well be condemned as being death-traps"; a warden service should be organised by UNPA among the civilian population; and UNPA be used continuously in clearing debris and in demolishing walls, from old and new bombed sites. SZ also recognises a need for a single control to keep together UNPA, the fire service and the Red Cross which removes casualties from bombed sites.
