Refers to Bernal's comments regarding the Tripoli street survey. In Bernal's opinion "the bomb plot must be regarded as provisional and that the aiming errors, particularly those calculated for the American daylight sorties, were overestimated". Emmens had concluded that the survey was "very incomplete". The report would be held back for distribution until after SZ's reply to Bernal's comments had been received.

Thomson had sent in much material on special incidents. An Italian bomb plot was included.

Emmens mentions his report on morale.
