Harris insists that the war will be decided by air. An allied land invasion, even against a partly-defeated Germany defending only her own borders would be difficult. When it becomes possible to defeat Germany on land they will already have been broken. The only answer lies in the bomber plan, "Continental landings [will] become mere police operations to clear up the mess". Harris urges the Prime Minister to put the bomber offensive into operation.
