Tedder has agreed to issue all the panel reports as soon as the Stationery Office produces the Communications Document and to spend a week collating all the comments on the overall report. Tedder has assumed responsibility for the delay which he attributes to Portal's tardiness in sending in comments. He will also be present at Thunderbolt to correct any distortions.
