"Operational Factors" in relation to railway targets and expected casualties

Copy [SZ/AEAF/7/2/5] has been annotated in MS by SZ [possibly contemporaneously?] "After 1st meeting of SHAEF Committee, to Robb, 9/3/44", and [circa 1974] "Probably about 25/3/44. No - must have been towards the end of March. But why to Robb?" and (in relation to paragraph 9) "four days + ? CAS' meeting on 25/3/44".
The paper refers to a discussion the previous day which "revealed, in the representative of D.B. Ops., a pretty unclear picture of what we should understand by the term 'operational factor'", and goes on to discuss the application of operational factors in estimating bomb lift required for an operation citing as examples all attacks on rail centres at Trappes, Le Mans and Amiens. It goes on to deal with the degree of bomb density to be aimed for, and concludes with question of estimates of civilain casualties supplied by R.E.8 in relation to bomb density.
