The meeting was chaired by Sir Trafford Leigh-Mallory, C-in-C, AEAF, and attended by Sir Arthur Tedder; Generals Spaatz, Brereton, Vandenberg, and Cabell, and Col. de Russy of the US Air Forces; Sir Arthur Coningham of 2nd Tactical Air Force; Air Vice Marshals Wigglesworth, Oxland, and Robb of AEAF and RAF Bomber Command; SZ and Air Commodore Kingston-McCloughry of AEAF; and Brigadier Richardson of 21 Army Group. Flt Lt. King, AEAF Historian was also present.
The meeting reviewed "the air situation" overall and the attacks against rail "Crossbows" [V-weapon sites], and coastal defence targets in particular, and target priorities for the various allied air forces. Target systems discussed were: airfields; bridges; and Operations Neptune and Fortitude targets. Other matters raised were: the scheduling of a war game to test "the battle machinery, and means of communication" for D-Day; bomb types to be used in D-Day; and problems being experienced by US bomber forces with German "intruders" aircraft. Referring to special squadrons based at RAF Coltishall, the chairman ordered "a special watch" for them.
