Scope and content

The memorandum comments upon the plans for an air offensive against transportation targets in support of Operation Overlord as set out in the A.E.A.F. paper "Employment of Bomber Forces", 3/3/44.

McMullen makes reference to "criticisms in point of detail" submitted jointly by Air Ministry Intelligence, the Ministry of Economic Warfare Objectives Department and the US Enemy Objevtives Unit to the Director of Bomber Operations, Air Ministry [see SZ/AEAF/3/3/5]. His own comments are "general... on the more salient features" of the AEAF paper. He concludes that while attacks of the scale proposed "will have the effect of considerably dislocating and hindering movement" the small proportion of the capacity of the rail system needed "for the actual German military requirements" relative to its large overall capacity renders it "unlikely that the movement of enemy forces to and in France could be very seriously delayed."
