Under covering letter signed by General A.C. Kincaid, Chief of Air Staff US 9th Tactical Air Command to the Commanding General, US 9th Air Force, 28/7/44 and covering letter signed by Colonel J.B. Gordon, Assistant Adjutant General, US Strategic Air Forces in Europe to SZ, 23/8/44. The study is based on a 'worked example' for a coastal area from the Cherbourg Pensinsula to the Somnae and concludes that a minimum of 38 "strategically selected cuts" would be needed, rising to 51 cuts "to insure that the system is neutralized even if some cuts have not been made." The study also included low-level attacks to block tunnels.

The authors indicate that they have made use of data from MOHS RE Department reports REN 267, REN 320 and REN 328.
