Loose minute to Kingston McCloughry copies to SZ, Major Maynard, Flight Lt. Barr and Col. E.J. Ford, G-2, SHAEF. Pendred had tried, unsuccessfully, to arrange the transfer from SHAEF to AEAF HQ of two rail assessors. He therefore proposes a compromise arrangement under which categorisation of rail centre attacks immediately following attack is the responsibility of AEAF, and any re-categorisation necessary subsequently to be carried out by SHAEF. In both cases responsibility overall for assessments, and their "promulgation" to Commands is to be vested in AEAF.
