Jack explains that they 'have been driven to write it from a desire for greater industrial freedom and a larger life....we have got to emphasise that planning for planning's sake is not desirable.' He asks Gloag's opinion of exercising 'all or some of the last half of the document' and whether or not it should be illustrated.
