Annotated "For information". Spicer and Clark forward a memorandum which they have prepared "on the main questions underlying the discussion at the General Meeting ... prepared as notes for an address to be given at a meeting of members which we understand is to be held today" and which they will not attend since "those members of the Directorate who had been invited have decided not to attend." The two pledge their support to Blackett, under whose guidance they are confident "the working of P.E.P. can ... be rapidly improved".
