PP/4/1/4/4 is a photocopy. Jack Pritchard refers to a meeting he has had with Blackett to talk over "the questions that have been asking in the past between TEC PLAN and the Directorate" of PEP. Jack writes that he will now send Blackett the letter he wrote on 20/10/31 [PP/4/1/4/1]. His particular concern to the lack of "systematic control" of the activities of each group. He also defends Max Nicholson who "has a much greater grasp of the significance of planning as opposed to reform than a good many minutes of P.E.P." against Blackett's change that he is "so extreme". Jack invites Sir Basil to attend the West Tec Plan Week-end meeting, suggesting that Sir Henry. Bunbury "or Neal or Hall" accompany him.
