Jack Pritchard complains that "In neither the PEP broadsheets nor in your editorial in the Week-End Review for June 3rd has there been any adequate attempt at defining what you mean by planning or what is more important the working out of a well-defined aim for your plans." He goes on to refer to "the very interesting paper by Mr Sieff that accompanied the first of the PEP broadsheets...."
