Jack Pritchard describes the letter as 'a humid note of a few thoughts preparatory to a meeting' to draw up the agenda for the next [Tech Plan] Group meeting and writes that 'we should start immediately to take our own medicine ... the [PEP] planning body should be separate from the executive ...'. He urges that work should begin in an index of PEP members, listing their qualifications and employing the model. He encloses copies of models drawn up by himself and [Robert Spicer] (not in the file). He advises on a procedure for sdealing with members' papers and `the co-relation of the W.E.P. NP [Week-End Review], the Tec Group lists and P.E.P. groups.' Also enclosed are 'draft minutes of our weekend meeting' (not in the file).
