Jack Pritchard writes that he has "recieved the Zvegintzor memorandum from Lindsay" in which reference has been made to X Plan. Jack feels taht the matter should have been taken up within the [TEC PLAN] Group in the first instance, although he has no objection severally to individual members of PEP submitting memoranda to the Directorate. He asks Nicholson to take the matter up with Zvegintzor.
