Lindsay writes that since the TEC PLAN Group's expenditure "directly contravenes the ruling of the Directorate he does not think it likely that the PEP Finance Committee will regard itself as responsible for "money paid in contravention of a set rule". Referring to "the larger amount" [the cost of producing copies of the TEC PLAN Group's Second Interim Report] he will notify Jack Pritchard in two weeks time "the final view of the Directorate".
