Jack Pritchard explains to Lindsay the circumstances in which the TEC PLAN Group's Second Interim Report was produced, citing a point made in Sir Basil Blackett's speech [at the Second General Meeting of PEP?] as justification for the number of copies produced, and providing further information on the breakdown of costs. The TEC PLAN Group has offered to make a contribution of 10 towards the cost "as they feel that in their enthusiasm an extra large quantity - about 150 copies - were ordered". Jack concludes by emphasising his view that "the budgeting system" he had proposed in December 1931 should be introduced as soon as possible.
