Scope and content
Recommends that two Ministers should be designated to take charge of research into oil pollution problems. All reasonable steps must be taken to forestall future disasters. No machinery was yet in place to keep the Chief Scientific Adviser informed about the process of negotiations between departments on matters of this kind. Recommendations made by the all-party committee under the chairmanship of Sir Harry Legge-Bourke are mentioned.
